Virtually every modern power supply comes with a 24 pin ATX power connector. The majority of these have a detachable 4 pin connection that allows it to be converted to 20 pin and fit older mother boards.

Some new PSU's however do not have this facility. E.g. Within the new Enermax 82+ series the 425W PSU does have a detachable section, but the 525W & 625W versions do not (as I've recently found out). To use one of these power supplies with an older format motherboard this adaptor is necessary.

I believe a number of the new larger power supplies are not backwards compatible with 20 pin motherboards. Of course it's unlikely that a system based around an old 20 pin board would need the amount of power supplied by one of these PSU's. However, in my case I've bought the PSU, to replace a failed one, with a view to upgrading the rest of the system in around a years time. Hence this adaptor will come in handy in the meantime.

This is essential for me to upgrade my system in the timescales I want using the components I want.

If your motherboard only takes the 20pin adapter then dont worry about buying the 24pin adapter, as with all new power supply's the 24pin end has the option to clip off the extra 4pins.
Now if you've got a 24pin motherboard and a 20pin power supply then yes you will need a power supply adapter. Please if anyone reads this and disagrees and knows for a fac its wrong, then let me know as ive been running all my newly built pcs without the adapter and yet to have a problem.
